His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister, and Ruler of Dubai, has introduced Law No. (29) of 2024, which grants the Dubai Media Council expanded powers to further develop and regulate the emirate’s media sector.
This law will take effect upon its publication in the Official Gazette, marking a pivotal moment for Dubai’s media landscape.
Additionally, Sheikh Mohammed issued Decree No. (66) of 2024, officially designating the Dubai Media Council as the regulatory authority for all media activities across the emirate, including in special development and free zones like the Dubai International Financial Centre.
The Dubai Development Authority will maintain jurisdiction over its designated zones but will coordinate with the Media Council on regulatory matters.
In further steps, Decree No. (67) of 2024 transfers the operations of the Dubai Film and TV Commission from the Dubai Development Authority to the Dubai Media Council.
This move is part of a larger strategy to streamline governance and focus efforts on transforming Dubai into a global media hub.
Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum, Second Deputy Ruler of Dubai and Chairman of the Dubai Media Council, highlighted that the new legislation aligns with Sheikh Mohammed’s vision for the advancement of Dubai’s media sector.
He emphasised that the expanded mandate will allow the Council to introduce transformative changes that will position Dubai as a leader in creativity, innovation, and media talent worldwide.
The newly issued law outlines several key objectives for the Dubai Media Council, including the integration of media efforts across the emirate, the adoption of a unified strategic vision, and the monitoring of media strategies to boost Dubai’s competitiveness as a global media hub.
The law also aims to foster a thriving environment for young media talent, support the growth of Emirati media professionals, and enhance the film and video gaming industries.
In addition, a new entity called the Dubai Media Permits Office will be established under the Dubai Media Council.
This office will be responsible for issuing permits for media activities across the emirate and ensuring coordination with the Dubai Development Authority on jurisdictional matters.
Nehal Badri, Secretary-General of the Dubai Media Council, explained that the Dubai Media Permits Office will streamline the permit process, creating an operational environment that supports the dynamic needs of the media industry.
The office will also foster seamless integration with local and global media trends, reinforcing Dubai’s leadership in media innovation.
The newly formed Dubai Films and Games Commission will oversee the growth of the film and gaming industries, vital sectors for the economic growth of Dubai’s media ecosystem.
The commission will also manage exhibitions, events, and training programs related to these industries, further promoting local talent and products on the global stage.
This new legislation marks an exciting phase for Dubai’s media sector, which is set to benefit from a more cohesive, innovative, and globally competitive framework that will enhance its contribution to Dubai’s economy and international standing.
